Cyprus Parliament Approves EU Blue Card Legislation

On 11 July 2024, the Cyprus Parliament approved the draft legislation for the implementation of the EU Blue Card Scheme. The EU Blue Card offers a significant opportunity for non-EU nationals to advance their careers within the European Union.


The relevant legislation in Cyprus provides the right to work and live in Cyprus, together with the freedom to move across the EU (it does not apply only in Denmark and in Ireland).


Some of the key features of the legislation are the following:

  • The ability to set admission volumes.
  • Penalties and actions against employers who do not comply with their obligations.
  • A salary threshold.
  • Recognition of relevant professional skills as equivalent to professional qualifications, in specific professions.
  • Eligibility of beneficiaries qualifying for international protection to apply for a Blue Card.
  • Granting of additional rights to direct family members of Blue Card holders.
  • Allowance of long-term and short-term mobility within the EU on simpler terms after the completion of 12 months of employment in the first EU Member State.
  • Access to long-term residence for Blue Card holders, by increasing the flexibility of the relevant provisions.

 

The following are needed in order for an EU Blue Card to be obtained:

  • Employment Contract or Job Offer: A valid employment contract, or a binding job offer, for a highly skilled position with a duration of at least 6 months.
  • Salary Requirements: The salary should meet the national minimum salary but should not exceed 1.6 times the average salary in Cyprus.
  • Education or Experience: At least three years of higher education are required. For professionals in the ICT sector, an alternative of at least three years of relevant professional experience in the last seven years preceding the Blue Card application is available.
  • Health Insurance: A valid health insurance coverage in Cyprus is required.

 

The implementation of the EU Blue Card legislation will start after its publication in the Official Gazette of the Republic of Cyprus.  By that time the responsible authorities will determine the relevant application forms and supporting documentation, the process to be followed and the fees to apply.
